Maharashtra drought declaration: Talukas covered, relief announced and open questions

Maharashtra Chief Minister Devendra Fadnavis announced on October 14 that drought now covers 305 of the state's 358 talukas and that farmers will receive an advance of Rs 5,000 in their bank accounts before Diwali.
